The Rulebook of Civilization is a networked work of comparative reasoning built from game mechanics. Version 0.1 uses Sid Meier’s Civilization VI: Gathering Storm as a source corpus because its rules expose stocks, thresholds, conversion chains, networks, maintenance burdens, and collective-action problems in a compact form.

It is not a Civilization encyclopedia and not a claim that history behaves like a game. The public work moves through four levels: system maps connect broad problems; mechanic dossiers paraphrase and model particular rules; analytical rules derive bounded hypotheses; reading threads provide deliberate sequences through the graph.

Historical cases and formal frameworks come later. When they do, they must use independent scholarship and may support, qualify, or reject the rules already stated here. The project does not publish Civilopedia prose, historical-context passages, quotations, game artwork, screenshots, or icons.
