Governing question
Where can durable capacity form, and how does location condition what becomes possible?
The map answers by connecting source-grounded mechanics rather than by proposing a single master variable. It is a boundary around a problem, not a claim that the problem can be isolated from the other nine systems.
System boundary
This system begins with the map’s uneven terrain, water, and resources and ends where a settlement has secured and converted a local environment into usable inputs. It overlaps cities, infrastructure, networks, conflict, and ecology whenever location changes the cost of those systems.
State variables and resources
The principal state carried through this system includes settlement positions, workable land, water access, revealed deposits, strategic stockpiles, improvement capacity, movement friction, and exposure to hazards. Some are stocks that accumulate, some are flows that recur each turn, and some are thresholds that change behavior when crossed. Keeping those types distinct prevents a temporary flow from being mistaken for durable capacity.
Actors and institutions
The game assigns causal roles to settlers, city populations, builders, military units that secure access, governments that set land-use priorities, and trading partners that supply missing inputs. The player coordinates them with far more unity than their historical analogues would possess. The map therefore treats actor alignment as an assumption to interrogate, not a neutral background fact.

Feedback loops
Strong sites generate early surplus; surplus funds improvements and expansion; improved access raises the site’s value. Scarce space, stockpile depletion, distance, and hazard exposure balance that reinforcing loop.
The system should always be read with both loops present. A map of reinforcement alone becomes a story of inevitable ascent; a map of constraint alone becomes a story of fixed limits. Civilization VI is analytically useful because it repeatedly makes expansion generate the next burden that must be solved.

These are portfolios rather than binary moral choices. The relevant question is what mix fits the current horizon and what switching cost will be paid if conditions change.

What the game reveals
Geography enters the model as a set of costs and affordances rather than destiny. Capability changes what a place can yield, and investment can relax some constraints while deepening other dependencies.
The map’s value is comparative: it makes stocks, bottlenecks, adjacency, thresholds, maintenance, and network position inspectable across systems that the interface presents separately.
What the game abstracts away
Analytical boundary
The map suppresses prior inhabitants, property, ecological change, seasonal variation, labor regimes, and political struggles over access. Tiles appear ownable and legible to a single planner.
The simulation also fixes objectives, compresses time, and grants the player unusual knowledge and authority. No system map is a historical theory until independent evidence identifies actors, causal mechanisms, scope, and alternatives.
